判断・評価・意見: What’s the Difference? A Clear Guide for JLPT N2 Learners

Introduction

The Japanese words 判断 (handan / judgment), 評価 (hyōka / evaluation), and 意見 (iken / opinion) all relate to thinking about something.

Because of this, they can look very similar to Japanese learners.

For example, you may see expressions such as:

  • 専門家の判断 (senmonka no handan / an expert’s judgment)
  • 専門家の評価 (senmonka no hyōka / an expert’s evaluation)
  • 専門家の意見 (senmonka no iken / an expert’s opinion)

All three are natural Japanese, but they do not mean the same thing.

The key is to understand what the person is doing: making a decision, evaluating value or quality, or expressing a personal view.

Let’s start with the most important distinction.

The Key Difference First

判断 (handan / judgment) means reaching a conclusion or deciding what to do after considering a situation.

評価 (hyōka / evaluation) means assessing the quality, value, ability, or performance of someone or something.

意見 (iken / opinion) means expressing what someone thinks about a topic or issue.

A simple way to remember them is:

  • 判断 = decide
  • 評価 = assess
  • 意見 = express what you think

If you remember these three ideas, the difference becomes much easier to recognize.

Understanding the Meaning of Each Word

判断 (handan / judgment): Reaching a Conclusion

判断 is used when someone considers information or a situation and then reaches a conclusion.

Imagine that a company must decide whether to continue a project.

The people involved examine the costs, results, risks, and future possibilities. After considering all of this, they decide:

「この計画は続けるべきだ。」

“We should continue this project.”

That final conclusion is a 判断.

判断 therefore has the feeling of:

considering information → reaching a conclusion → deciding what to do

  • 判断を下す — to make a judgment
  • 判断を任せる — to leave the decision to someone
  • 判断が難しい — difficult to judge

評価 (hyōka / evaluation): Assessing Quality or Value

評価 is used when judging how good, valuable, capable, successful, or effective someone or something is.

For example, a company may look at an employee’s performance and decide that the person has produced excellent results.

That is an 評価.

Similarly, a teacher may evaluate a student’s essay based on grammar, content, organization, and accuracy.

The important idea is that 評価 usually involves some kind of standard or criterion.

  • 評価する — to evaluate
  • 高く評価する — to highly evaluate / think highly of
  • 評価を受ける — to receive an evaluation
  • 評価が高い — to be highly rated
  • 正当に評価する — to evaluate fairly

意見 (iken / opinion): Expressing What You Think

意見 refers to what a person thinks about a topic, problem, or situation.

For example:

「私はこの制度を変えたほうがいいと思います。」

“I think this system should be changed.”

This is the speaker’s 意見.

Unlike 判断 or 評価, 意見 does not necessarily require a final decision or a specific standard.

The important point is simply:

“What does this person think?”

Common expressions include:

  • 意見を言う — to give an opinion
  • 意見を述べる — to state an opinion
  • 意見を聞く — to ask someone’s opinion
  • 意見を求める — to seek an opinion

When Are These Words Used?

When to Use 判断

判断 is common when someone has to make a decision or reach a conclusion.

It appears frequently in everyday Japanese, business, news reports, medical contexts, legal contexts, and JLPT reading passages.

Typical situations include:

  • deciding what action to take
  • deciding whether to continue or stop something
  • determining whether something is correct
  • reaching a conclusion based on information
  • making a decision after examining a situation

Words such as 状況 (situation), 情報 (information), 結果 (result), 決定 (decision), and 決める (to decide) often appear in contexts where 判断 is appropriate.

When to Use 評価

評価 is common when discussing the value, quality, ability, achievement, or effectiveness of something.

You will often see it in contexts involving:

  • schools
  • companies
  • employees
  • products and services
  • art and entertainment
  • academic research
  • government policies

If the surrounding context includes words such as 高い (high), 低い (low), 優れている (excellent), 能力 (ability), 成果 (results), 価値 (value), or 基準 (standard), 評価 may be the best choice.

When to Use 意見

意見 is used very widely, from everyday conversation to formal essays and discussions.

Typical situations include:

  • expressing your thoughts in a meeting
  • answering a survey
  • stating whether you agree or disagree
  • asking another person what they think
  • discussing different viewpoints

Expressions such as 「私は〜と思う」, 「〜と考える」, 賛成 (agreement), and 反対 (opposition) are often connected with 意見.

In JLPT reading passages, you may also see phrases such as:

  • 筆者の意見 — the author’s opinion
  • 専門家の意見 — an expert’s opinion
  • 反対意見 — an opposing opinion

Check the Difference Through Example Sentences

Examples with 判断

Example 1

天気予報を見て、旅行を中止することにしました。その判断は正しかったと思います。

After looking at the weather forecast, I decided to cancel the trip. I think that decision was the right one.

Here, the speaker considered information and decided to cancel the trip. Therefore, 判断 is natural.

Example 2

この情報だけでは、どちらが正しいか判断できません。

With only this information, I cannot determine which one is correct.

There is not enough information to reach a conclusion, so 判断 is used.

Example 3

緊急の場合は、自分で判断して行動してください。

In an emergency, assess the situation yourself and take action.

The person must look at the situation and decide what to do.

Example 4

最終的な判断は部長に任せることになりました。

It was decided that the final judgment would be left to the department manager.

Several possibilities may be considered, but the department manager will make the final decision.

Examples with 評価

Example 1

彼のこれまでの仕事は、会社から高く評価されています。

His work so far is highly valued by the company.

The company considers his performance to be good, so 評価 is appropriate.

Example 2

この映画は海外でも高い評価を受けています。

This movie has received high praise overseas as well.

The sentence is about how highly the quality or value of the movie is regarded.

Example 3

結果だけでなく、努力した過程も評価するべきです。

We should evaluate not only the results but also the effort made during the process.

The sentence discusses what should be considered valuable when assessing someone’s performance.

Example 4

商品の性能を正しく評価するには、一定の基準が必要です。

To evaluate a product’s performance correctly, certain standards are necessary.

評価 is especially natural here because the product is being assessed according to criteria.

Examples with 意見

Example 1

この問題について、あなたの意見を聞かせてください。

Please tell me your opinion about this issue.

The speaker wants to know what the other person thinks.

Example 2

会議では、さまざまな意見が出ました。

Various opinions were expressed at the meeting.

Different participants expressed their own thoughts.

Example 3

私はその意見には賛成できません。

I cannot agree with that opinion.

The speaker disagrees with another person’s view.

Example 4

専門家の意見を聞いてから決めたいと思います。

I would like to hear an expert’s opinion before deciding.

This sentence clearly shows the difference between 意見 and 判断.

The expert gives an 意見 — what the expert thinks.

After hearing that opinion, someone makes a 判断 — the final decision about what to do.

Common Mistakes

Don’t Treat 意見 and 判断 as Exactly the Same

Consider this sentence:

「この計画について専門家の意見を聞く。」

“To ask an expert’s opinion about this project.”

This is natural because you want to know what the expert thinks.

Now compare:

「この計画について専門家の判断を聞く。」

This can also be natural in the right context, but the meaning is stronger.

判断 suggests that the expert has examined the situation and reached a professional conclusion.

So remember:

  • 意見 = what someone thinks
  • 判断 = the conclusion someone reaches after considering information

Don’t Confuse 評価 with 意見

Compare these sentences:

「この映画について意見を聞きました。」

“I asked for an opinion about this movie.”

This means you asked what someone thought about the movie in general.

「この映画について評価を聞きました。」

“I asked how the movie was evaluated.”

This focuses more specifically on the movie’s quality or value.

意見 is broader.

評価 focuses on how good, valuable, successful, or effective something is considered to be.

評価 Does Not Necessarily Mean a Final Decision

Consider:

「彼の能力を高く評価したので、リーダーに選んだ。」

“Because we highly evaluated his ability, we chose him as the leader.”

There are two different stages here.

Evaluating his ability is 評価.

Deciding to choose him as the leader is 判断.

In many real situations, an 評価 becomes information that is later used to make a 判断.

How to Tell Them Apart on the JLPT

In JLPT vocabulary and reading questions, do not look only at the individual word.

Ask what is happening in the context.

If Someone Is Deciding Something, Think 判断

Look for contexts involving:

  • reaching a conclusion
  • deciding what action to take
  • deciding whether something is correct
  • deciding whether to continue or stop
  • making a decision based on information

If the core meaning is “decide what to do,” 判断 is usually the strongest candidate.

If Someone Is Assessing Quality or Value, Think 評価

Look for contexts involving:

  • performance
  • ability
  • quality
  • achievement
  • value
  • standards
  • high or low ratings

Words such as 高く, 低く, 能力, 成果, 価値, and 基準 are particularly useful clues.

If Someone Is Expressing What They Think, Think 意見

Look for contexts involving:

  • expressing a personal view
  • asking what another person thinks
  • agreeing or disagreeing
  • discussing different viewpoints

If you can replace the idea with the question:

“What does this person think?”

then 意見 is probably the best choice.

Three Questions to Ask When You Are Unsure

If 判断, 評価, and 意見 appear together as answer choices, ask yourself these three questions:

  1. Is someone deciding what to do?
    → 判断

  2. Is someone assessing quality, value, ability, or results?
    → 評価

  3. Is someone expressing what they think?
    → 意見

This simple method can make many JLPT vocabulary questions much easier.
