Both 「において」 and 「で」 can indicate a place, situation, or context.

This service started in Japan.

In normal conversation, 「で」 is usually the natural choice.

「において」 is formal

「において」 is used to formally indicate a place, situation, field, or context.

Examples:
本校において、入学式を行います。
The entrance ceremony will be held at this school.

現代社会において、情報管理は重要です。
In modern society, information management is important.

医療の分野において、AIの利用が進んでいます。
In the field of medicine, the use of AI is advancing.

It may sound too formal in casual conversation.

When they can be replaced

When 「で」 indicates a place or situation, 「において」 can sometimes replace it.

Examples:
会議で発表しました。
会議において発表しました。

The meaning is similar, but 「会議において」 sounds more official.

When they cannot be replaced

When 「で」 indicates means or method, it cannot be replaced by 「において」.

Example:
電車で行きます。
I will go by train.

Here, 「で」 means “by” or “using.” You cannot say 「電車において行きます」.

Also, 「日本語で話します」 means “speak in Japanese,” so 「日本語において話します」 is not natural.
